General overview
Aciddrop, like the rest of her archetype, specializes in punching through high-DEF enemies. Close-range snipers are a niche option and not mandatory for the average player's team composition. If you want to deal with enemy tanks in a straightforward manner, a caster can do the same without the hassle. But she's fun to use and cheap to raise, so she's a good low-cost option for players wanting to expand their rosters or test out the archetype.
E2? She does her job fine at E1. If you really like using her, though, E2 is a cheap price to pay for extra stats and a talent upgrade (and masteries, if you're a big enough fan).

Talent - Slideshot Style
E1 Each attack deals at least 20% of this unit’s ATK in damage (increases to 30% of ATK when the enemy is in the 2 frontal grids)
E2 Each attack deals at least 25% of this unit’s ATK in damage (increases to 40% of ATK when the enemy is in the 2 frontal grids)
Her talent allows her to put a significantly larger dent into enemy tanks than other snipers can, particularly if you can fudge her positioning for the bonus attack boost.

Skill effect: ASPD +50/70
Overview: The ASPD buff allows her to mow down a lot of wimpy enemies, but the lack of attack buff means that she'll suffer against enemies with higher defense. Skill 2 is generally the better option.

Skill effect: ATK +32%/40%, attacks 2 times consecutively
Overview: The attack buff is better than it sounds on paper because she's attacking twice in a row. This also means that, in most circumstances, she'll be attacking faster than she would even with S1M3. The drawback is that uptime is slightly worse, so this skill needs to be timed more judiciously than skill 1.
M3? The 8 second reduction in SP cost is nice, and the extra attack will go far because of the double hits. M3 is worth it if you use her a lot, especially with how cheap it is.

Overview: The redeploy time reduction is useful if you want to reposition her more easily, but isn't much of a concern for players who intend on leaving her on the field. The talent upgrades are only worth the cost if you're interested in using her against extremely tough enemies like bosses.
